Charitable nonprofits only have a few months left to advocate for remaining State and Local Fiscal Recovery Funds (SLFRF) made available through the American Rescue Plan Act. Newly released data show that while many state, local, and territorial governments have partnered with nonprofits through direct relief programs and by hiring them as providers of services, more than 95% of SLFRF resources have gone to other entities. But at least $86 billion in funds remain ready to be invested in the missions of charitable nonprofits, if organizations take action.
The American Rescue Plan Act (ARPA) of 2021 allocated $350 billion in funds to state, local, Tribal, and territorial governments to provide assistance – at each government’s discretion – to charitable nonprofits, households, and small businesses. Nonprofits and governments are natural partners in addressing community challenges and there are funds remaining to assist nonprofits or hire organizations as providers of services. The deadline to disburse these funds is expiring at the end of the year and the time to act is NOW!

In this role, Jessica researches and develops educational content about policies that affect the nationwide network. Her experience in the nonprofit and government sectors, as well has her background in data analysis & visualization, led her to find opportunities to show trends, indicators, and policies that impact organizations and communities. Jessica is passionate about nonprofits understanding opportunities for funding through the federal SLFRF dollars!
Jessica has served at the Federal City Council, New York City Mayor’s Office of Resiliency, and the New York City Department of Education. Jessica holds a master’s degree from the Heinz College of Information Systems and Public Policy at Carnegie Mellon University, and a bachelor’s degree from Hunter College of the City University of New York.
David L. Thompson (he/him) is Vice President of Public Policy and Acting CEO for the National Council of Nonprofits. In this role he leads NCN’s federal advocacy efforts, through direct lobbying and advocacy and supporting state associations of nonprofits in their federal advocacy.
