Nan has been the director of the Minnesota Budget Project since 1999. Her work combines deep technical expertise of Minnesota tax policy with a drive to ensure everyday Minnesotans have a voice in the policy decisions being made at the Capitol.
Under her leadership, the Minnesota Budget Project has contributed to significant policy achievements, including the passage in 2023 of the nation-leading Minnesota Child Tax Credit, which is a proven strategy to reduce child poverty and improve family economic security. She contributes her leadership and expertise to progressive revenue-raising efforts, including Minnesota’s 2013 tax reform that made the state’s tax system more equitable and funded new investments in essential public services. Madden also has helped secure substantial improvements in Minnesota’s state Earned Income Tax Credit and Renter’s Credit.
Nan has a B.A. from Macalester College in St. Paul, and an M.A. from the Josef Korbel School of International Studies at the University of Denver.
