Making State Grants Easier to Navigate, One Cover Sheet at a Time

Top Takeaway: The Minnesota Office of Grants Management releases new grant RFP template, saving nonprofits valuable time and resources.

A new approach to state grant RFPs has arrived to help Minnesota nonprofits spend less time sorting through state grant opportunities and more time working towards their missions.

Following passage and enactment of HF 4462 / SF 4628, the Minnesota Office of Grants Management (OGM) has released a Grant Request for Proposal (RFP) Cover Sheet Template that state agencies will use to create a cover page for new grant RFPs. Agencies are required to use the template beginning October 1, 2026.

Passing a bill is an important legislative step, but it’s not the end of the process. Once a bill becomes law, state agencies develop guidance, procedures, and other tools to put the law into practice. In this case, OGM is translating the new requirements into a standardized cover sheet that agencies can use when announcing grant opportunities.

MCN and our partners appreciate that OGM invited us to provide feedback on a draft of the template. We’re excited to see this tool move into practice and optimistic it will make it easier for nonprofits to quickly determine which state grant opportunities are a good fit for their organizations. A clearer, more consistent starting point will save valuable time for nonprofits deciding whether to apply for a grant, and ensure that state agencies are reviewing applications from organizations whose work and capacity align with the opportunity.
